Note that web page numbers may not coincide with print page numbers. The EAW was prepared under the auspices of General Mills, and Golden Valley was the Responsible Governmental Unit for this EAW. General Mills had filed the lawsuit against the DNR. Golden Valley had supported General Mills in the lawsuit against the DNR. So, in my opinion, the objectivity of this EAW in considering the DNR side equally and fairly may have been a question of concern. -- Dave Stack
