Resources to get letters and certificates (and other things) from the President on downward and "just who can present a Eagle Badge?"] Subj: Eagle Presentations (Special Awards) From: Larry Rinaldo Hey gang, got a question concerning presentations to the Eagle. A few months ago I attended a presentation where the U.S. flag was presented to an Eagle. I thought that was pretty special and inquired about it. Well, if you contact your U.S. Rep, and tell them the name of the person, a U.S. flag can be flown in honor of the Eagle candidate. The flag along with a certification of authenticity and Award of Merit from the U.S. Rep will be sent in honor of the candidate. I had this done for a lad that I was an advisor for, and when it came time to present the flag, members of the crowd (family and friends) oh'd and ah'd. Oh, the cost of the flag is $10.97, our troop picked up the cost. Here's the question: Does anyone have other ideas like this to make this a special occasion for a lad? Working in New York, I got hold of some information for the Greater New York Council and they have a few things for the Eagle candidate. Some of them are made in connection with the power company. Back in PA, our state senator and representative always sponsored a congratulatory bill in their respective houses, and always (if they were informed in advance) had one of their staff members come and present it. Either that, or have your DE (or someone else higher in the council) come....I assume you already know about writing letters to your senators, congressman, and the President. They have a whole staff doing this. Boy Scouts are not the only ones requesting flags and with a populatin of over 250 Million, a lot of flags can be requested in one year. Consider Catalina Council. If every Eagle got a flag that would be about 130 flags a year and we are a small council. Multiply that times the number of councils and then consider veterans groups, law enforcement groups, Girl Scouts, etc... and you can see real quick why they have a staff whose job it is to raise and lower flags over the U.S. Capital. Two seconds, a day, a year, the flag has still been flown over the U.S.Capital and like the flag itself it becomes a symbol to those who receiveit. The framed certificate is hanging on my wall and the flag is in the chest where I keep my special Scouting souvenirs. Even thought I am not a US citizen that flag is something special. We have a very large country, and such flags are requested not only for eagles, but for many other honors as well. Y'all might check with your STATE to see if they will fly a flag for a day over the STATE CAPITAL. What about other flag-flying places in D.C.? (see Mike, here's another silly question:) ) White house, Washington Monument, the Monument w/ raising the flag on Iwo? As a born and bred Illini (Illinois native who doesn't spell great), I would much rather have a flag flown over Lincoln's Tomb in Springfield or the Lincoln Memorial in DC. What about Monticello, Washington's Mt. Vernon, the Vietnam Memorial for an Eagle whose father never made it home, Shay stadium for a real Yankees fan (are they still there?) Philmont, a favorite BS camp, Gettysburg or other Civil War Parks. I think presenting an Eagle with a flag is a very nice idea, but I think some creativity could make it really special, especially if they are zipping them up & down. That isn't very respectful in my book, and doesn't make the flag honored. Local school boards and governing agencies, as well as county government officials, will almost always have proclaimations, etc. they will pass. In addition to the proclaimation, our county also gives a nice hand-crafted commemorative plate with the county's seal on it. Any of these on display, as well as any letters from congressman, etc. (to be read at a part in the ceremony) could make a nice addition. As for any other large organizations, etc. for contacts, a while back I heard that Quaker State Oil (I think.....) sent a letter or did something else special. One of the Scouts from BSA Troop 401 here in London recently returned to USafter completing his Eagle here in London, but before we could present his award. His Eagle Court of Honor in his new troop in Texas will be attended by HM Consul General and amongst the messages of contratulation will be letters on behalf of HM The Queen, Rt Hon John Major , and the Lord Mayor of the City of Westminster. This can go A LONG WAY. I wrote the President of the University of Kentucky after I received a stock "congratudations letter" from them (you know, the kind that was run off, with someone's xeroxed signature) and in return, he sent me a application for a scholarship and a hand-written note to "please fill this out as neatly as possible and return it to me in the enclosed envelope". I got the scholarship my senior year but turned it down in order to follow my "schoolhouse sweetheart" to EKU (she ended up doing a end run and going to Morehead State, up the road a bit). This is supposed to be an achievement for the Scout and his Troop, and NOT for Momma and Pappaw. If you remember that, then whatever else is presented to the Scout (and his Troop), is icing on the cake of what should be a special occasion for this young man. So, it don't matter if the flag flew for 2 seconds or five minutes over the Capitol, all that would have mattered is that SOMEONE took the time to write my Congressman and tell him or her that I am going to be presented the Eagle Scout Badge and would he or she like to be there when I got it presented. What my Congressman or Senator or Governor or even the local Bishop or Priest did in reply to that letter is up to THEM. I would want them ALL to come. But getting a note of greeting or a flag (flown or not), to me is the next best thing. My guideline has been to ask the Eagle candidate who he would like to present the badge. I for one, say "yes". Not because of the "rasing over the Capitol", but because my Congressman or Senator sent it to me as a part of his acknowledgement of my acheivement. I don't really care if he sent me an autopenned picture of himself in his office. The point here is that this is yet another way that the Eagle may receive outside praise for his achievement. This leads me to another point..the issue of having all of these "outside folks" (which are, admittedly, pressing their own personal name forth and may not be aware of what the kid actually did for this acheivement) "piling on acknowledgements" to be read or given to this kid when he becomes Eagle. I want to share with you all some of my suggestions that I gave to someone on Rec.Scouting recently about this issue: First, think about what the PURPOSE of such "acknowledgements" are. If it's to bolster the kid's chances of going to West Point or Colorado Springs, let the kid do the requesting on his own rather than to "present" "awards" for receiving another award. If it is an exceptional case, have those folks to present greetings to the UNIT (eg. "Congratuations to Troop 000 on the occasion of yet another Eagle Scout and my personal congratuations to Eagle Scout John Doe for acheivevement of this high honor"). Otherwise, you will have to "overdo" or "top" the NEXT Eagle during his Court of Honor with even more "stuff". What's the purpose of this stuff anyway?? The kid has earned the HIGHEST AWARD that Boy Scouting can give to a boy....let it stand on it's OWN merits, instead of bringing more more.... Second, if you HAVE to do it, and the kid INSISTS upon it, think about whom you request those letters and "gifts" from. First off, think about those that are naturally in the Scouts's home community. These are the "movers and shakers" that would readily accept an invitation to attend a Court of Honor, particularly if its their first one. If they can't be there, of course they will send a letter or some other item to recognize the achievement. But let the letter or note be an INVITATION to attend, and not a "gimme one of those..." letter. Third, think about OTHERS that would make a more significant impact on the occasion: the Grandparents of the Scout, his first Scoutmaster or his Cubmaster, a mentor (either youth or adult), his high school guidance counselor, a favorite teacher, his first (or present) boss or owner of the local store, the Scout's girlfriend (there's been a lot of shed tears when someone reads the letter from a Scout's girlfriend that said "I'm so proud of you for making this far...I knew you could do it! I love you!" moreso than the best of "canned letters" from Congressman Foghorn or Senator Bigbag!), a religious advisor. Don't forget the local Council's Scout Executive (and they DON'T write congrats letters too often....) and the Council President (who enjoys this "perk" of his or her office)...and the Director of the Scout's best summer camp. A good touch may be including a letter from the Scout's favorite merit badge counsellor. (I also commented that the National Eagle Scout Association, upon request, will also foward a data sheet to Eagle Scouts presently in various career fields, with a request to please send a letter, on our letterhead or stationary, to the new Eagle Scout. I got several of those data sheets and have sent personal congrats to Eagles in that way over the past years...the NESA stopped doing it because it didn't have enough Eagles to write or have their staffs to write letters to new Eagles. That's a shame, because I looked forward in getting letters from those Eagles that have told me that because I wrote them (or someone else from the military), that they have started in ROTC in college or have obtained a commission or enlisted in one of theservices. Lane Cartledge, was preparing his Eagle Ceremony invitations, he used "The Address Book" by Michale Levin from Perigee Book (ISBN 0-399-51793-6). He created a data base of addresses of various people (current and past presidents, rock and movie stars, etc.) and used a mail merge program to create presonalized letters for each invitation. A good percentage of the invitees responded with letters, photographs, notes and other miscellania. Other eagle canidates (and parents!!) have used his book as an example of a way that things could be done. One of the members of the committee typed up a ceremony and gave it to me after explaining the elements of the ceremony. Before he left, he said that I could use as much or as little of it as I wanted with a few exceptions: I had to rededicate myself, I had to receive the charge, the award had to be formally presented, and it had to be formally opened and closed. Other than that, it was up to me (what I wanted would happen). Of course, the committee did a few things I wasn't aware of - like getting letters, and getting something to present to me from the committee. My parents took care of the invitations(this could be done by a committee member), and in the end, I decided to use the script given to me, and it was my decision as to who played what role. There also was a TV program years (!) ago which showed the entire process. 2 seconds might be a bit long. The flag is raised and lowered in almost one clean motion. I do not know the location of the pole. Pat, out here in CA we're already aware of this, as are the Eagles who get the flags... It's not that the flag is held up as more valuble or anything like that, it's just that it HAS been flown over the Capitol (even for 2 secs) as apposed to being new from the store in a box. Even that small effort (and it actually isn't a _small_ effort) means something to them.
