The most significant change to the requirements was the adding of the Family Life Merit Badge (MB) to the list of required merit badges. There was some confusion due mainly to Scouters waiting until the last possible minute in which to "press Scouts" to earn the new badge if they were to earn Eagle after September 1, 1994. This is the summary of how the new requirements can be dealt with.] Subj: Eagle BOR & Family Life MB From: August Treubig My son was going possibly fall into a hole with completing his Eagle project and getting a Board of Review before Sept 1. His project is scheduled to go on August 20, 1994. The way we all interpreted the ruling on Family Life MB is that we would have to have his board of review before Sept 1. So, he would have to throw the report together and we would have had to schedule a BoR quickly before Sept 1. I am sure that there are many Scouts in this spot. I called our Council office and talked to one of our Field Directors and explained my son Mark's situation. He said that the problem had already come up in another district. He had called National and had gotten a new reading, just out by the Court of Honor. Until I get something from writing from my scout office or National, I tend to stick by that route. I approved an Eagle Scout Project for a scout yesterday who plans to do it on August 20. He plans to spend Sunday writing it up and then he will (or someone will) drive it to the Council Office. Our person at the Council office is very good at checking things over. 1-2 days max. Then he will go back up and get the application and bring it back to me to set up a Board of Review. (The drive to the Council offic is 80 miles one way). I prefer to be flexible as possible through the end of the month, but this change should not be a surprise to anyone. It has been advertised for a year now. I am going to do my best not to bend the rules (everything turned in before 9/1 and Board of Reivew after 9/1). There are too many people who will miss a change like this with such short notice and then I will be hearing groans for the next six months about "While I DIDN'T KNOW". If your council or district does the Boards of Reivew and does them on fixed dates for each month (First Tuesday of each Month for example) then bending the rules has some logic to it, but we do troop Boards with District/Council Rep and I rather not mess with trying to bend the rules. My son had all the required MBs for Eagle (he has a total of 37 MBs), and did his project in May 1993 (lets see... that was how many months ago?). Alas, he never would get off his dead whatever and do his report. This Summer, while he was on staff at camp I wrote him a letter advising him that as of the time of my writng he had only 62 days until he was no longer qualified for Eagle. He understood, and got in gear. His BOR is set for 21 Aug. Finally. If they hadn't added FL to the required list he probably would have gone till close to his 18th birthday, (he's 15 now). Any and all packets turned in prior to close of business on Wednesday, August 31, 1994, will not require Family Life merit badge as a required merit badge. Our council office received the word yesterday.
