Avoid using a set formula or list of questions. Questions to determine that each individual boy has met the standards. AS MUCH A PART OF THE EDUCATIONAL EXPERIENCE AS LEARNING AND TESTING! Committee is made up of Troop committee members, not Assistant Scoutmasters and most definitely not the SCOUTMASTER! For Eagles, at least one district or council advancement committee person needs to be present. The Scoutmaster presents the scout to the committee, for Eagle boards he may be present to answer questions about the Scout's background. He is not to take part in the board of review as a participant. He is not to ask the scout the questions, the board of review members do that! GUIDE TO THE TYPE OF QUESTIONS TO ASK: About Scout Activity: What scout outings have you gone on? What activity have you enjoyed since reaching .... rank? On Skills learned for Tenderfoot through First Class and the merit badges: How would you orient a map? What would you do if you met a man bleeding profusely? The purpose is NOT TO RE-EXAMINE the Scout on every point of the requirements, but to determine that he has a practical working knowledge of the required material. On Scout Ideals: Look for understanding and awareness rather then concrete evidence of the ideals of scouting. How do you keep yourself physically strong? What does the third point of the Scout Law mean to you? SM signs after SM Conference. CC signs before Board of Review. All complete, application, service project and other supporting material goes to COUNCIL OFFICE for verification of records. It is then returned to DIST ADVANCEMENT to arrange for BOR. Council Cert & Scout Exec sign after BoR. VI. THE FINAL PACKET: This is your presentation to the Eagle Scout Board of Review and to BSA National's Court of Honor. Make it look good, it is a reflection of you! VII. On Religious Principals: Duty to God is a part of BSA. Questions should be of a nature about how he feels he is doing this or if he feels he is doing this. Interpretation and definition of God should be in the hands of the families and religious leaders. When a scout is not ready, give him the opportunity to face up to it himself. Praise him on as many points as possible, then ask him whether, considering his entire performance, if he thinks his advancement should be approved. In most cases he will know that he is not prepared. Do not forget to review the scouts who are not advancing. You need to find out why and encourage them on. It is also an opportunity to find out where the troop is dropping the ball.
